The budget perspective also leaves open the possibility &lt;a href="http://techinsider.nextgov.com/2009/05/it_spending_up_7_and_counting.php"&gt;that figure could rise&lt;/a&gt;.&lt;br /&gt;"New directions for federal information technology in 2009, as well as final determinations on investments funded in the American Recovery and Reinvestment Act, mean that estimates for spending on IT systems over 2009-2010 will likely change as firm plans are made to address the administration's goals of greater openness in government, wider participation by citizens in government, and a more collaborative, cost-effective federal IT enterprise," the report said.&lt;br /&gt;Ray Bjorklund, senior vice president and chief knowledge officer for McLean, Va.-based consulting firm FedSources, said OMB's calculations don't actually capture the total amount of federal IT spending, which he estimates is more than $100 billion annually.&lt;br /&gt;He called the budget figure an "important benchmark," but emphasized that no one knows precisely how much the government is spending on information technology because it has become ubiquitous and much harder to separate from day-to-day operations.&lt;br /&gt;"We would love to have some hard numbers to work with," Bjorklund said. "But in the bigger scheme of things, IT has become so pervasive as a normal way of doing things in the government that we don't really need a precise number ... it's not like the 1950s where you're investing in a mainframe computer."&lt;br /&gt;He said OMB's projected spending increase is probably high by a few percentage points because it factors in existing projects that hadn't been counted in the IT column before. Obama's reputation as a tech-savvy president led industry to believe IT spending would climb, Bjorklund said, but it has taken the administration some time to get up to speed. He still expects to see a rise during fiscal 2010.&lt;br /&gt;"With somebody tech-savvy in the White House and hiring someone [federal Chief Information Officer Vivek Kundra] with a fresh vision of where to go with technology, I see [IT spending] going up," Bjorklund said. "It's still going to be a great industry segment to play in."&lt;br /&gt;The report identifies three areas likely to see significant increases in funding: cybersecurity, &lt;a href="http://www.nextgov.com/nextgov/ng_20090507_9685.php"&gt;cloud computing&lt;/a&gt; and projects aimed at increasing transparency or reducing the cost of IT investments. OMB acknowledges government has a ways to go when it comes to cybersecurity and outlines &lt;a href="http://www.nextgov.com/nextgov/ng_20090507_9685.php"&gt;Homeland Security Department initiatives&lt;/a&gt; aimed at securing federal networks.&lt;br /&gt;"As the Federal Information Security management Act of 2002 enters its seventh year, it is clear that agencies and departments are not yet secure," the report said.&lt;br /&gt;The perspective also outlines the importance qualified program managers to oversee major IT investments, something the government has struggled with. In 2009, 88 percent of major IT investments involved a qualified program manager, the report said, a 5 percent increase over the previous year. Bjorklund welcomed the call for additional program management talent.&lt;br /&gt;"[Program managers] are so essential," he said. "There just aren't enough. The reasoning goes this way: Technology helped fuel his run for president during the campaign and he's basically a &lt;a href="http://techinsider.nextgov.com/2009/01/obama_reunuted_with_blackberry.php?oref=search"&gt;technophile&lt;/a&gt;, which leads to his belief that technology can improve government performance.&lt;br /&gt;According to the &lt;a href="http://www.whitehouse.gov/omb/budget/fy2010/assets/crosscutting.pdf"&gt;IT portion of the budget&lt;/a&gt; in the analytical perspectives volume the administration released this week, it looks like that speculation just may be spot on. The White House pegged federal IT spending at $75.8 billion for fiscal 2010, up 7.2 percent from fiscal 2009. That's one of the biggest increases since right after 9/11 when the government dumped billions of dollars more into IT systems to fight terrorism. In fiscal 2009, the $70.7 billion spent on IT was a respectable 6.4 percent increase from fiscal 2008. But IT spending was &lt;a href="http://www.govexec.com/story_page.cfm?filepath=/dailyfed/0808/082608tech.htm&amp;amp;oref=search"&gt;pretty much dismal&lt;/a&gt; before that, at least from the perspective of IT contractors and agencies.&lt;br /&gt;But that's not all. IT spending in fiscal 2010 is likely to be even more, the Obama administration reported. Vivek Kundra, is a 34 year old former CTO of the Washington, DC government well versed in Web 2.0 lingo and a determined direction to improve the business of government through the use of IT. His first speech was aimed at the five pillars of his direction for IT in government:&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;&lt;/span&gt;&lt;br /&gt;&lt;span style="font-family:arial;"&gt;Five Pillars&lt;br /&gt;As Stated by Vivek Kundra, Federal CIO&lt;br /&gt;&lt;br /&gt;&lt;br /&gt;1.      (Radical) Transparency&lt;br /&gt;§         What does transparency in an open government look like?&lt;br /&gt;§         Allows citizens to participate in the public civic process.&lt;br /&gt;§         It allows citizens to hold the government accountable (Recovery.gov is an example of this).&lt;br /&gt;§         Publicizing data (through &lt;/span&gt;&lt;a href="http://www.data.gov/"&gt;&lt;span style="font-family:arial;"&gt;www.data.gov&lt;/span&gt;&lt;/a&gt;&lt;span style="font-family:arial;"&gt;) also encourages citizens to use this data in new innovative ways. In some cases it can create a whole new market. An example of this is the explosion of GPS devices due to access to defense satellites.&lt;br /&gt;§         Allowing access to federal government data and information changes the citizen engagement model.&lt;br /&gt;&lt;br /&gt;2.      Increase Citizen Engagement&lt;br /&gt;Will open government and encourage public debate at an agency level.&lt;br /&gt;Will encourage citizen engagement on day-to-day operation of government.&lt;br /&gt;&lt;br /&gt;3.  Lowering the cost of Government operations&lt;br /&gt;Why can’t government embrace more affordable consumer technologies?&lt;br /&gt;Is government so special that it can’t it can’t use the consumer market to fundamentally innovate and lower the cost of technologies?&lt;br /&gt;Explore the use of cloud computing and the model around cloud computing and leverage some of these innovations in order to apply them to government.&lt;br /&gt;Explore the use of free services provided to consumers and see if they can be utilized by government. Why should government continue to build its infrastructure when many of these same services are available for free.&lt;br /&gt;Must increase the velocity of the IT procurement process.&lt;br /&gt;&lt;br /&gt;4. Innovation&lt;br /&gt;§         Need to explore innovations not only in technology but also in processes.&lt;br /&gt;§         The technology that government uses needs to enable a core mission.&lt;br /&gt;§         Government often needs to adapt and change its processes and policies in order to make sure it is well positioned to take advantage of emerging technologies like the use of Web 2.0.&lt;br /&gt;§         Federal employees need to be encourage to take risks, test their ideas, and embrace innovation daily.&lt;br /&gt;§         Vendors will also be encouraged to be innovative and to call out initiatives that aren’t working.&lt;br /&gt;§         Use the ingenuity of the American people to help move the government forward.&lt;br /&gt;&lt;br /&gt;5.
